Evaluation of Alaska’s Commercial Fishing Vessel Safety Program [PDF] [HTML] - Commercial fishing historically is the most dangerous occupation in Alaska. Remote fishing grounds, poor weather and cold water compound the problem. This alarming loss of life prompted congress to pass safety legislation in 1988. Alaska’s Commercial Fishing Safety Program is a direct response to this legislation. The Coast Guard and other major organizations have developed a multifaceted program in Alaska. Among its components are public education, law enforcement, and voluntary dockside safety examination of fishing vessels. This evaluation seeks to ask three questions. First, are there unrealized opportunities or deficiencies present in the current fishing vessel safety program? Secondly, has the commercial fishing vessel safety program improved overall safety? Finally, is there current research that could improve fishing vessel safety not being utilized in the current safety program?
A Comprehensive Vision for Valdez Harbor Expansion and Marine Related Development: The Valdez Marine Center [PDF] -Development of permeable wave barriers as a harbor breakwater, immediate regional demand for moorage, available adjacent uplands, and adoption of a marine center concept all point to substantial economic benefit to the community of Valdez. Working in concert, these various elements present a strong case for transforming Valdez into a regional center for support of the marine and fishing industries. Port Valdez is historically unique in its ice-free character and strategic location with ready access to south central and interior Alaska. Ultimately the proper and timely development of the limited waterfront resources available in Valdez will provide a more balanced local economy.
A Report on the State of the Harbor [PDF] - The purpose of this paper is two fold; first, it provides an accurate description of all existing harbor infrastructures and second, a tangible model of the harbor’s operational schemes and its role within the community. It is a important goal to provide value to harbor customers through the use of progressive business practices, identifying alternative funding sources, developing partnerships and conducting exhaustive research to support good decision-making. Harbors are an important economic driver for the overall community, yet there is often no single resource available that can explain why this might be so. This report is an example of how you can define the value of a harbor and how harbor operations fit within the goals and aspirations of the community.
Planning Issues for Development of the Fisheries Industry in Valdez, Alaska [PDF] - Support of the commercial fishing industry depends on a web of interrelated support infrastructure and business interests. A port with adequate haulout facilities and no related support businesses will attract little interest from vessel operators. Not every component of a Commercial Fisheries Center can be developed simultaneously, but planning should be in place to account for all of the components required for successful fishing community. Studies and concepts too often focus on single projects with singular benefits. Valdez has many rich resources that need to be brought into concert with future development. There are seldom functions or activities occurring within the community that are not in some part dependent on another enterprise or activity.
